I am not an IT expert so cannot comment on ip's, I shall try to ask my provider about.
But anyway, I have never experienced such ''security measures'', very strange indeed, and what would be the reason for! Do you know that i.e. some torrent sites /Demonoid.com/ are operating from Sweden, so you could put Swedes on your banned list too...
